PUGET SOUND SWIMMING ASSOCIATION Revised May 21, 2005 SUSPENSION RESIDENCE AND TRANSFER REQUIREMENTS MULTIPLE AFFILIATION DISTRIBUTION OF FUNDS STANDING POSITIONS Bylaws I. ARTICLE I SUSPENSION A. A Contestant Member shall be subject to suspension (according to Article Ill, Section D of the Constitution) by committing any of the following acts: 1. Refusing to appear and testify before any committee to answer charges of violation of provisions of the Constitution, By-Laws, or other regulations of the PSSA, 2. Acting in an unfair, uncouth, or unsportsmanlike manner in connection with any activities of the PSSA. B. A Club Member shall be subject to suspension (according to Article Ill, Section D of the Constitution) by committing any of the following acts: 1. Aiding and abetting a Contestant Member to violate any provision of the Constitution, By-Laws, or other regulations of the PSSA, 2. Permitting suspended Contestant Members to compete or exhibit in any PSSA activities, 3. Permitting ineligible persons to apply for Contestant Membership or to compete or exhibit under club auspices, or 4. Refusing to appear and testify before any committee to answer charges to violations of provisions of the Constitution, By-Laws, or other regulations of the PSSA. II. ARTICLE II RESIDENCE AND TRANSFER REQUIREMENTS A. Except for the following provisions, no Contestant Member shall be allowed to affiliate with a Club Member unless that person has maintained a bona fide residence (where he has actually lived) in the area of the Club Member prior to affiliation. 1. When one moves from one town to another, he must receive a release from his last affiliation to immediately swim for the new club. 2. An undergraduate student at a recognized school which is a Club. Member of the PSSA may represent his school as soon as he actually enrolls and begins attending classes in that school. B. No Contestant Member shall be allowed to affiliate with a Club Member if he has represented any other Club Member in the same area during the immediately preceding 120 day period1 except that: 1. This 120 day transfer shall be waived in its entirety in the following cases: a) A Contestant Member, who is affiliated with a Club Member which has a requirement that all persons reaching a maximum age or graduation be dropped from membership, shall be allowed to affiliate with another Club Member immediately upon reaching that maximum age or graduation. b) A Contestant Member who is affiliated with a Club Member which ceases to exist, ceases to participate in all sports coming under the jurisdiction of the PSSA, or moves 50 or more miles away from its previous location, shall be allowed to affiliate with another Club Member. c) A Contestant Member who is affiliated with a Club Member which ceases to participate in one or more divisions of competition of the PSSA and by doing so deprives that Contestant Member of one of his chief activities and interests within the Club Member, shall be allowed to affiliate immediately with another Club Member. 2. The time spent by undergraduate students at a recognized school which is a Club Member of the PSSA shall not prolong the transfer requirement for the transfer of affiliation between two other Club Members within any given district association. III. ARTICLE III MULTIPLE AFFILIATION A. Affiliation with two or more Clubs at one time shall not be permitted (with the exception of High School). B. Contestant Members may participate, without penalty, with a summer community swimming club in non-USA Swimming sanctioned summer meets. IV. ARTICLE IV DISTRIBUTION OF FUNDS A. All entry fees, membership dues and fees, contributions, and all associated fees shall belong to the PSSA. All moneys, receipts, bills, etc. shall be turned in to Treasurer no later than 120 days from completion of activity. B. All net profits from spectator programs and result sheets, all concessions and other enterprising ventures in conjunction with championship tournaments, carnivals, clinics, or exhibitions shall be the sole property of the host team. C. Reimbursements (Individuals may receive only one of the following options): 1. Contestant Members shall have qualified to participate in PSSA "A" Championships to be in good standing. 2. Up to $50.00 per member to the team of those who attend meets faster than current year Region XII standards, Short Course, and Short Course Junior National time standards, as agreed at the Spring Meeting. 3. Up to $50.00 per member to the team of those who attend Long Course YMCA Nationals, as agreed at the Spring Meeting. 4. Up to $150.00 per member to the team of those who attend Short Course YMCA Nationals, as agreed at the Spring Meeting. V. ARTICLE V STANDING POSITIONS A. Records Committee. (See Article VII of the Constitution, and Article V, Section D, Paragraph 3 of the Rules of Competition.) 1. The Records Committee is to be appointed by the President at each annual meeting, to serve for the forthcoming year. 2. The Records Committee may be composed of the same person(s) as the All Stars Committee. 3. The Records Committee shall publish a current list of PSSA records at the close of each PSSA season. B. All Stars Committee 1. The All Stars Committee is to be appointed by the President at each annual meeting, to serve for the forthcoming year. 2. This committee will have the following responsibilities: a) Keep track, during the season, of the top ten times (top five in relay events) in each dual meet event. b) Determine the PSSA All Stars at the completion of the PSSA season, publish this list and distribute it to all Club Members no later than the annual meeting. This document shall include the following: (1) Lists, by age group, of the All Stars selections in each event: (a) The top 10 swimmers in each individual event will be chosen. (b) The top 5 relays in each relay event will be chosen, however, whenever less than three Club Members are represented in this list, the list shall be extended until three Club Members are represented. (2) The current PSSA records (see Article VI, Section A, Paragraph 3 of the By-Laws.) (3) Performances to be considered in All Star selections are only those from PSSA Sanctioned meets through PSSA A/B Championships. C. Scheduling 1. The Scheduling Proposal is to be issued by the President or appointee, no later than the Spring Annual Meeting. 2. This proposal shall be approved by a majority of Club Members for the forthcoming year and be submitted for acceptance at the annual meeting. 3. Dual meets will be scheduled for each team during the PSSA dual meet (session). A and B Championships will be scheduled for the league. 4. Voluntary dual meets scheduled during the "off" season can be set up at the discretion of the teams. D. Time Standards Committee 1. The Time Standards Committee is to be appointed by the President no later than the spring meeting. 2. This committee shall prepare a list of qualifying times for all PSSA championship meets for the forthcoming year and submit it for consideration at the annual meeting or at the latest, shall mail it to all Club Members no later than 30 days after the Fall Festival swimming meets.
